On the afternoon of August 22, Bohanyuan Lawyer Lecture was held at Swallow Villa. We invited Professor Xiao Jinming, Dean of the Law School of Shandong University (Weihai), to give a lecture entitled “Civil Code and Law-based Administration”. In this lecture, professor Xiao focused on the main thread of “one code, two dimensions, three distinctive features, four meanings, and five layers of influence”. Firstly, he interpreted the Civil Code as a public law scholar and explained how the Civil Code influences not only one’s private life but also the quality of public life. He proposed such ideas as “the priority of a civil code lies in civil rather than code”, “the rule of law relies on people and serves people”, “we need to combine co-governance with autonomy”, and “we should protect human rights and pursue good governance”, offering diversified and insightful remarks, and the audiences have all deemed the lecture quite rewarding.
As a traditional activity of our firm, Bohanyuan Lawyer Lecture regularly invites experts and scholars to give lectures to all lawyers to broaden their vision and enhance their theoretical level and business capacity. This lecture is the first one after the outbreak of COVID-19 for Bohanyuan Lawyer Lecture and serves as a good starting point for subsequent lectures.
Prof. Xiao Jinming is Dean of Law School of Shandong University (Weihai), Grade-2 Professor, and Doctoral Supervisor. His research areas are constitutional law and administrative law. He is the chief expert of Major Project of National Social Science Fund of China, an expert receiving a special allowance from the State Council, a director of the Chinese Society of Constitutional Law and Chinese Society of Administrative Law, President of Shandong Provincial Society of Constitutional Law, Vice President of Shandong Provincial Society of Administrative Law, Legal Adviser of Shandong provincial government, and member of Shandong Provincial Party Committee’s legal expert pool.
